Unless you need to have your own domain (e.g., YourDomain.com), you can set up a site for free.  Many companies will offer you free homepages.  We think most of these are acceptable but recommend against hosting with your internet service provider (ISP).  There are two reasons for this:

ISP's were among the first to implement free web pages, but the methods they chose weren't user-friendly and now they won't change because they would likely lose some of their users who adapted to the earlier system.
   

Second, there's a good chance you may switch ISP's sometime in your life.  This is especially true if you're thinking about getting DSL, a cable modem or even switching to a free ISP.

If you are trying to develop a page for the first time, we recommend  HomePage.com.  It is very easy to use.  We were able to set up a small homepage there for SquirrelNet in just 2 minutes (they've improved their design tool since then, too).  HomePage.com is 100% dedicated to providing free homepages to its users.  Thus to be successful they need to make it easy for regular people to setup their own sites there.  Over 900,000 people have setup their own sites through HomePage.

Some other free hosting service providers include Yahoo's GeoCities and NBC Internet's Xoom.com.  Most free services offer 10 megabytes (10mb) of storage but Xoom.com offers 500 megs.  You probably won't need any more than 10 megs so this isn't an advantage unless you wish to upload a ton of multimedia.
